An enhanced level of partnership between the Public and Private Parties in their mutually shared objectives of carrying out a model project that would lead to a conservation based development, improve quality of life for local communities, improve access and enhance the cultural significance of this conservation area and provide additional attractions and facilities to tourists to this unique heritage zone.
demonstrating a prototype for urban revitalization through the Project and Public Private Partnership ("PPP") approach, with respect for historic cities and their human,  cultural and physical assets, and such  prototype itself becoming a showcase of a unique and effective approach to the revitalization of historic urban centres by combining private and public investment initiatives focussed on conservation of protected and unprotected monuments, public space enhancement, environmental upgrading together with the physical upgrading of adjacent living areas.
